Community Planning

Tulare County recently completed a major update to its General Plan, the long-term framework that guides how land is used and developed across the unincorporated areas of the county. On August 28, the Tulare County Board of Supervisors voted to approve the General Plan 2030 Update, establishing a comprehensive vision for future land use, sustainable growth, and community development. The update strengthens guidance for housing, transportation, public safety, and environmental stewardship across the county.


A community plan is a more localized extension of this broader county framework. While the General Plan provides overarching goals and policies, community plans focus on the specific needs, priorities, and character of individual communities. These plans guide decisions about housing, transportation, economic development, community spaces, and neighborhood character in ways that reflect the values and daily lives of local residents.


Community outreach meetings are essential to this process. They ensure the plan reflects the real voices of residents by providing opportunities for people to share their experiences, identify local challenges, and suggest priorities for the future. Through workshops, surveys, and public meetings, residents help shape not only the goals of the plan but also how those goals will be implemented. This collaborative approach makes the plan more effective, transparent, and grounded in the needs of the people it is designed to serve.

The Allensworth Community Plan (ACP)

The Allensworth Community Plan (ACP) builds on this countywide framework by creating a specific vision for Allensworth’s future. The ACP is a blueprint that supports growth while preserving the community’s cultural, ecological, and social strengths. It provides detailed goals, objectives, and strategies to guide future development and land-use decisions in a way that supports safety, economic opportunity, and community well-being.

The Allensworth Community Plan (ACP)

Working with the APA’s Community Outreach & Engagement Coordinator, the CAC engages residents around the Allensworth Community Plan Priority Projects. The committee will also help guide future community-led initiatives, including cooperative development, the community farm, and the multi-purpose community land trust once it is established.


Over the next two years, the CAC will help keep residents informed about project progress, timelines, and updates through:

  • Community newsletters

  • Cafecitos

  • Community town halls


The CAC will also collect community feedback through open discussions at Cafecitos and town halls, as well as through surveys distributed at community events and food distribution days.

    • The development of the new RC has been driven through a collaborative process. APA Leadership provided the initial vision and strategic direction, while a cross-functional planning group led the design and implementation. Community residents and partners have provided feedback to ensure the center reflects needs and lived experience. APA Staff, board, advisors, and partners have been working closely to coordinating the process, helping define priorities, and moving the initiative from concept to implementation.
